What the test establishes
A 0.1 gph tank tightness test demonstrates the tank is not releasing product at a rate the regulation treats as a release. We run the test to the method the rule cites, record the raw data, and report the result without qualification. If it passes, the document says so plainly. If it does not, you get the numbers rather than a repair quote.
