USTEX investigates tank-system conditions associated with recurring alarms, unexplained inventory loss, and suspected leaks. Diagnostic testing supports the response to a possible release under applicable state rules and 40 CFR Part 280, Subpart E. Reporting obligations are independent of the testing appointment and may require action before field work.
The investigation correlates console alarms, operating history, inventory and delivery records, and previous results with the affected equipment. Tank, line, containment, and monitoring checks are selected to distinguish equipment faults from potential loss of containment. The findings establish what the tests demonstrate and which questions remain unresolved.
Red-tagged facilities and leak investigations receive urgent dispatch within 24 hours. Equipment isolation and access are coordinated with the operator and any environmental consultant. Testing is planned around the affected system and the facility response; a dispatch commitment is not a guarantee of immediate return to service.
The investigation report records equipment evaluated, test results, observations, and limitations. Supporting diagnostic records and relevant photographs help the project team decide whether repairs, additional leak investigation, or environmental assessment are needed. Release reporting and agency decisions remain with the responsible parties.
