Generator fuel tanks, day tanks and oil/water separators sit outside the fueling program at most facilities, which is exactly why they appear in findings. They are regulated storage, and that is often news to the operator.

Containment is where findings cluster

Most aboveground citations come down to containment. Dike capacity, drainage valve control, secondary containment integrity. The diagnostic covers those explicitly because that is what an inspector opens the file to.
