40 CFR 280.35
Spill bucket and containment testing
Spill bucket integrity, overfill prevention operability, and the containment testing that closes the most-cited findings.
Long interval, same consequence
Spill prevention equipment and containment sumps used for interstitial monitoring require periodic integrity testing. The interval is longer than the line leak annual, which is exactly why it gets forgotten between compliance cycles.
Operability, not installation
The rule asks whether the overfill device operates. We verify actuation rather than installation.
Included in the scope
- Spill bucket hydrostatic integrity
- Containment sump testing
- Overfill device operability
- Drop tube and flapper verification
